AI Jamaica Process

AI Jamaica Process

Jamaica's AI process is centered on the National AI Task Force, which develops policies, legal frameworks, and ethical guidelines to harness AI for innovation, economic growth, and societal benefit.National AI Task Force and Policy DevelopmentJamaica established the National Artificial Intelligence Task Force in 2023 to guide the country's AI strategy, aligning with Vision 2030 and the government's digital transformation agenda . The task force's mandate includes assessing the current AI landscape, identifying opportunities for AI integration across sectors, recommending infrastructure and regulatory frameworks, and promoting ethical AI practices . Its work emphasizes digital literacy, safety, privacy, inclusivity, and workforce readiness, ensuring AI benefits are equitably distributed while risks are responsibly managed .Legal and Regulatory FrameworkJamaica is actively developing a legal framework for AI, including a potential standalone AI Act that would establish a regulatory authority, set liability standards, and mandate impact assessments for high-risk AI applications . The country's Data Protection Act (2020) already regulates personal data collection, storage, and use, providing a foundation for AI governance . Interim AI ethics and data privacy guidelines have been recommended to ensure transparency, consent management, and responsible data usage in AI applications .AI in Public Services and CourtsJamaica has begun integrating AI into public services, including its judicial system, becoming the first Caribbean nation to regulate AI use in courts . The Practice Direction on the Use of AI requires disclosure when AI assists in drafting or analyzing legal documents, while prohibiting AI from preparing witness statements or expert evidence. AI outputs must be verified by humans to prevent errors or “AI hallucinations” . Administrative uses, such as document retrieval and scheduling, are also being piloted.Readiness and Strategic GoalsDespite strong digital foundations, including 83% internet penetration, Jamaica's AI research investment remains low, highlighting the need to convert policy groundwork into actionable legislation, funded institutions, and a trained workforce . The task force emphasizes that Jamaica must act quickly to implement recommendations, establish regulatory structures, and develop human capital to avoid falling behind in global AI adoption . The UN has supported AI readiness assessments, helping Jamaica and other Small Island Developing States understand their capacity to govern AI responsibly .Key ObjectivesHarness AI for innovation and economic growth while managing risks .Develop ethical and legal frameworks for AI deployment .Prepare a future-ready workforce with digital literacy and AI skills .Integrate AI responsibly in public services, including courts and administrative functions .Ensure inclusive and equitable AI benefits across society . Jamaica's AI process represents a comprehensive, multi-sectoral approach to adopting AI responsibly, balancing innovation with governance, ethics, and societal well-being.
